Purpose of the role

The Communications Consumer Panel ensures the voices of citizens, consumers and micro-businesses are represented in UK communications policy development (policy relating to telecoms, postal services and broadcasting and on-demand services), highlighting the interests of those people who may not always be heard by the industry.

The Panel is a statutory body, established under the Communications Act 2003. It is a group of eight experts, appointed by Ofcom with the approval of the Secretary of State, who have substantial knowledge and experience of consumer issues in the electronic communications sector and beyond. The Panel’s remit covers the UK and, by statute, it has members who represent the interests of consumers in Scotland, Wales, Northern Ireland and England.

We are looking to appoint a new Member to the Panel, to represent Wales, subject to the approval of the Secretary of State. The Panel Member will also act as a Member of the Advisory Committee on Older and Disabled People (ACOD). ACOD advises Ofcom about the interests and opinions of older and disabled people living in the UK.

The new Panel/ACOD member will help the Panel to become more aligned than ever with the needs of consumers, citizens and micro businesses in Wales.

Essential competencies

Please detail in your covering letter how you possess the five competencies below:

1. An awareness of issues affecting the telecommunications and postal services sectors
2. Good knowledge and understanding of the political and constitutional context in Wales
3. The ability to understand complex consumer, citizen, micro-business, regulatory, economic and wider business issues
4. A keen interest and expertise in understanding consumers’ experiences, with particular reference to older and disabled people in Wales
5. Strong communication skills to make an effective contribution to the discussions and formal policy responses of a high-level public body.

Further Information

• The time commitment is 4.5 days a month, including one day a month at a formal Panel meeting.

• You need to submit a CV and a covering letter outlining your responses to the five key competencies to be considered for the role. These can be provided in English or Welsh. The sifting process will be based on a consideration of the totality of the evidence provided. Failure to demonstrate how you successfully meet each of the competencies will have a direct bearing on whether you will be shortlisted to interview stage.

Working full time for any Central Government department or as an official in the civil service (including in the devolved nations) or for local government is also not acceptable.

Pwrpas y swydd

Mae'r Panel Defnyddwyr Cyfathrebiadau yn sicrhau bod lleisiau dinasyddion, defnyddwyr a microfusnesau yn cael eu cynrychioli wrth ddatblygu polisïau cyfathrebu yn y DU (polisïau'n ymwneud â thelegyfathrebu, gwasanaethau post a gwasanaethau darlledu ac ar-alw), gan dynnu sylw at fuddiannau pobl nad ydynt bob amser yn cael eu clywed gan y diwydiant.
