Mobile Termination Rates

The term Mobile Termination Rate (MTR) refers to a wholesale (interconnection) price charged by a mobile network operator for placing a call to another network operator. As MTR's are wholesale rather than retail prices they do not affect end users directly, but they are reflected in retail tariffs. The Consumer Panel takes an interest in MTR's to ensure that the best possible outcome for consumers is achieved. We commissioned this paper to understand the different regulatory regimes that exist for MTR's and the affects these have on a broad segmentation of consumers.
