"The emergence of the internet has brought both great benefit and, in some cases, significant harm to consumers, citizens and small businesses. Open internet access is hailed by some as a right but there are others who argue that the best way to protect and promote internet usage in future is through regulation and commercial interests. There is a lot of work yet to be done by policy makers to decide how to manage the development of the internet. But it is almost a given that the internet of the future is likely to look very different from the internet of today."
