"The release of this spectrum has the possibility to be used for innovative and new services by providers. We think it is essential to ensure the UK as a whole benefits from the release of the spectrum after switchover, and that the risk of companies ‘cherry-picking' regions or localities of high economic value is minimised. This spectrum, for example, could help close the digital divide in rural areas by delivering wireless broadband where previously access was impossible."
