We were established under the Communications Act 2003 as the independent, policy advisory body on consumer interests in telecommunications, broadcasting and spectrum markets (with the exception of content issues).
Based on evidence, we advise Ofcom, the communications regulator, Government, the EU and others on how to achieve a communications marketplace in which the communications interests of consumers and citizens are protected and promoted.
We set our own agenda but work constructively with the Ofcom Board. This enables us to give strategic advice on policies early on in their development - before they are consulted on - so as to build consumer interests into Ofcom's decision-making from the outset.
We work in the interests of all UK citizens and consumers, and have ten part-time members, including members for Scotland, Wales, Northern Ireland and England.
Our members are part time, with their commitment ranging from 2 to 6 days per month. They have a balance of expertise in consumer issues in the electronic communications sector.
Members are appointed by Ofcom in accordance with Nolan principles, and subject to approval by the relevant Secretaries of State. Ofcom also funds us and provides us with a small support team, equivalent to four full time employees. The team are Ofcom employees, but work for and in the interests of the Panel.
